    Abstract: 教育是一種規模逐漸擴大的產業。這種產業擴大的情形已是眾所週知的事。各國學制在等級方面由下向上延伸，由小學而中學而大學而研究所。學校科別種類方面也不斷地擴張，因應不同職業的需要，逐漸設立學科專業科目。受教育的人數不斷增加，同時，受教育的平均時間也加長。再者，知識普及和創新在學校質的方面也必須跟進。由於上述種種因素已使教育所需的資源包括人力，物力，財力及時間都與日俱增。資源的稀有性(Scarcity of Resources)是一般經濟學家研究的出發點(註一)，因此談到資源運用的時候，必須考慮到它們的利益。教育既然已逐漸形成一種大規模的產業，要求大量資源的投入，其投資利益的多寡自然成為大家所關注的焦點。關注教育投資利益者有二大類別，一是私人，一是社會。私人的資源是有限的，而他的需要是無窮的，需要起於慾望；決定私人資源的分配，私人慾望約滿足是相當重要的。社會通常由政府代表決定投資的決策。政府決策須以大眾利益為前提，一個決策的決定最好能使每一個人都獲利(註二)；因此，社會利益的主要出發點是一種分配的問題。社會的教育投資利益在使私人的教育投資利益獲得合理的分配，並使社會利益的總和最大。本文的主要目的在探討教育對私人及社會的利益，並分析各類教育產生該等利益的情形，加大其利益。並由私人及社會二方面的利益分配情形探討我國教育策略，以作為今後教育資源運用的參考。
