    Title: 行政組織的倫理決策之研究－台北市政府公務人員倫理決策之實證分析

    Abstract: 倫理是有關哲學、價值及道德的研究，而決策是公共行政內容中最主要的活動。因此，行政的實際運作，就是要將價值如何重新分配的過程，可見價值是公共行政的靈魂。當行政面臨多元變遷的環境及價值分歧的衝突時，亟須依賴倫理的協助，找出適當及正確的決策。
    目前公務人員所面對的環境，是個充滿快速變化、競爭激烈、價值多元分歧等特質的時代。為了因應此種挑戰，行政人員在作決策的過程之中，若從倫理的角度切入，則必須考慮典範價值或倫理的基礎有那些？若從規範研究途徑來探討倫理決策之典範價值合計有七項：正義、公共利益、效率、團隊合作、品質、效能、追求卓越等。但經過因素分析的淨化測量，最後倫理決策的典範價值就只剩五項：團隊合作、公共利益、品質、效能、追求卓越。
    透過台北市政府公務人員倫理決策之實証分析，得知要加強公務人員的倫理決策能力，必須要1.營造一個倫理氣候的環境；2.教育主管階層人員成為倫理領導者；3.落實倫理教育追求卓越的組織；4.創造良好的組織工作文化；5.加強公務人員責任的觀念；6.加強公務人員對公共利益的確認；7.加強公務人員對「人文行政」的重視與關懷；8.提昇公務人員認知道德的發展；9.從制度面建立倫理的組織；10.加強公務人員「行政正義」的倫理教育；11.針對研究發現依公務人員的個別差異，施以不同行政決策倫理基礎之教育；12.針對倫理多元性的特質，重視服務對象的不同需求。
