Title:	中韓日三國土地稅制之比較研究

Abstract:	土地是自然賦與人類的資產，也是人類生活的根本依據，所以人人有使用土地的權利，人人亦有取得土地的機會，當然不應該由少數人獨占與壟斷。人民取得土地的目的，亦由原來的生產目的或投資目的，逐漸轉變為待價而沽的投機目的，使土地投機之風日益增長。於是土地分配不均的現象日趨普遍，貧富的差距逐漸增大，遂而形成嚴重的社會問題，就中韓日三國的情況看來，在最近幾年□，隨著經濟的迅速發展，發生了許多土地問題，這些土地問題對經濟的發展與社會的安定產生了不利影響，土地問題是一項亟待解決處理的重要問題。許多國家都在運用土地稅制以解決土地問題，以前的土地稅制重視財政收入功能，近來漸漸發展成土地政策的實施手段。即土地稅制成為推行土地政策之有效手段之一。現行土地稅制之任務，除了稅收目的以外，尚具有政策目的，藉此以達成土地政策目標，因此研究土地稅制的意義甚大，中韓日三國的文化背景與社會環境頗為類似，因此比較中韓日三國的土地稅制，探討其共同點與差異點，並藉此檢討韓國的土地稅制，提出改進建議，頗有必要。本研究共分七章二十餘節，約十八萬餘言：
