Title:	經濟犯的違法意識之研究

Abstract:	由於盧溝橋事變的爆發，使我國由平時而進入戰時狀態，政府為期能徹底動員國家的工業力量與人力、物質、資金及交通運輸各方面資源，發揮國民的總體戰力以獲得對日抗戰的最後勝利，陸續制頒「非常時期農礦工商管理條例」、「國家總動員法」等經濟統制法規實施統制經濟，戰後由於共匪全面叛亂，我國迄今仍處於動員戡亂的非常時期，故此等經濟統制法規仍有其存在的重要性，而為確保經濟法令的有效遂行，對於違反此等經濟法令的行為每設有刑事制裁的處罰規定，遂形成所謂「經濟刑法」的特別刑法領域，違反經濟刑法而受刑事處罰的犯罪行為即為「經濟犯」。
