    Abstract: 在景氣衰退與新科技導致產業結構改變的背景下,新聞業者為求降低成本而採取「非典型雇用」方式,取代薪資與福利等雇用成本較高的全職勞工,使得「非典型新聞工作者」群體逐漸形成。雖然有部分獨立記者的報導獲得社會重視,但這個新興工作者群體的勞動條件普遍並不良好,也對新聞媒體品質造成隱憂。本計畫將蒐集非典型新聞工作者的勞動處境與工作認同等相關資料,探討非典型雇用對新聞專業的影響,並以中國非典型新聞工作者作為比較研究之對象。研究問題聚焦在兩地「非典型新聞工作者」四方面的工作樣貌: (1) 勞動條件為何?影響整體與個別工作者勞動條件的主要因素為何? (2) 工作認同為何?影響整體與個別工作者工作認同的主要因素為何? (3) 在勞動過程中,資方透過如何的勞動管理機制加以控制與規訓,而勞方又如何配合或反抗? (4) 新聞專業的認知與實踐為何?在新聞專業的實踐上遭遇如何的困境與機會? 本計畫將同時藉由量化與質性方法,系統地探討非典型新聞工作者的勞動狀況。透過台灣與中國兩地經驗資料的蒐集、分析與比較,以及與相關新聞及勞動理論的對話,一方面對傳播學界的新聞勞動理論層面做出貢獻,另一方面也希望能夠經由對非典型新聞工作者的工作樣貌分析,進一步提出有助於保障與提升其勞動條件的策略,促進媒體報導品質的改善。
    Economic recession and the development of new information communication technologies have resulted in the decline of news industries in recent years. Therefore, “freelance journalists” or “atypical news workers” become prevalence in news media. Although few independent journalists who are a group of freelance journalists have been successful in news reporting, a majority of atypical news workers suffer from poor working conditions and thus the quality of news media is in jeopardy. This project aims to investigate and analyze the characteristics of labor, working conditions, and the working identity of atypical news workers in Taiwan. Besides, the labor of atypical news workers in Taiwan will be compared to their counterparts in China. First, this research will conduct a questionnaire survey on atypical news workers’ working conditions and degrees of job satisfaction. Second, this project will utilize in-depth interviews with atypical news workers, executives of news media, and leaders of journalist organizations to reveal the working identity and the labor process of this group of journalists, as well as the impact of flexible employment on news quality. Based on empirical data gathered and labor theories review, this project attempts to contribute on labor perspective of communication research and the improvement of journalists’ working environment.
