    Title: 土壤污染整治政策之探討

    Abstract: 隨著工業化的腳步，環境污染事件也就屢見不鮮，由工廠所排放出來的廢氣及廢水嚴重危害大自然和人們的身心健康。由於許多工廠臨近於農業用地，未經處理的工業廢水直接排放入河川及農業灌溉溝渠，進而流進水稻田裡，污水中所包含的重金屬嚴重污染土壤，侵入作物生產的食物鏈，使得所生產出來的稻米及其他作物也遭到污染，不適於人們的食用，並且嚴重威脅了人們的身體健康。這些受工業污染的土地或可稱之為褐地(brownfields)，其所造成的後續土地利用問題非常複雜，已經受到相當多的關注。目前這種土壤污染事件已在台灣發生多起，受到社會普遍的重視。 根據環保署過去之調查資料顯示，台灣約有五萬公頃及七九Ο公頃的農田重金屬含量達到「台灣地區土壤重金屬含量標準與等級區分表」的第四級及第五級，兩者合計共約佔全國耕地的百分之五．七，不過更值得注意的是，此結果僅是環保單位從一九八二年至一九九0年分兩階段調查所得，實際的污染情說可能是更為嚴重。本文之研究課題主要為描述現階段台灣農地的污染狀況，以及政府所採取的對策，其中主要是要討論二ΟΟΟ年通過之「土壤及地下水污染整治法」的重要內容，並透過過去個案之深入研究，評論其成效及探討未來可能的改革方向。
