    Title: 活力老化社區服務模式建構之研究－由社區照顧關懷據點出發

    Abstract: 世界衛生組織（WHO）於2002年提出「活力老化」（active ageing）的觀念，並定義為「提升民眾老年期生活品質，達到最適宜的健康、社會參與及安全的過程」，這也是目前國際組織制定老人政策的主要核心架構。 我國賡續積極推展符合活力老化精神之老人福利相關政策，除補助社會福利團體辦理長青學苑及各項老人福利活動外，亦於全國廣設老人福利服務（文康）中心，以提供老人教育學習機會、強化社區生活參與，有效維護身心健康；自94年起更結合有意願的村里辦公處、社會團體設置社區照顧關懷據點，提供關懷訪視、電話問安諮詢及轉介服務、餐飲服務、辦理健康促進活動等，發揮社區自助互助照顧功能，建構初級社區照顧網絡。截至100年11月底，全國共計設置1,711 個據點，每年受益人數約20萬餘人。 本研究預定透過資料蒐集方法分析美國、英國、日本及瑞典國家之政策，並採郵寄卷調查方法瞭解老人福利服務（文康活動）中心、日間照顧服務方案之現況，並舉辦五場焦點團體，以瞭解社區關懷據點和其他活力老化社區式服務整合之可行模式。
