    Title: 我國財政收支餘額的結構性分析

    Abstract: 政府財政收支餘額的變化受到許多因素的影響，主要可分為三個部分，其一為景氣循環因子(Cyclical factors)；其二為一次性因子(One-offs)，其三則為結構性因子(Structural components)。透過適當的估算與調整，吾人可以將景氣循環因子與一次性因子從財政收支餘額中扣除，估算出結構性財政收支餘額(Structural balance)，若再將利息支付從中扣除，便可進一步得到結構性主要餘額(Structural primary balance)。為了解一個國家的財政收支問題所在，甚或衡量一個國家的財政永續能力(Sustainability)，都須要以調整後的結構性餘額做為分析與判斷的標準。這個已被IMF、OECD及EU等國際組織廣為採納的財政指標，在我國卻未受到應有的重視，不但使得我國在財政狀況的比較上無法與國際接軌，更造成政府在分析我國財政問題時未能對症下藥。本研究的目的即在利用現行OECD及EU國家所使用的調整方法來估算與評估我國的結構性財政收支餘額，藉以了解我國財政問題的真相。
