Abstract:	政府開放資料為近年國際上備受關注的議題，為開放政府推動下之相關政策實行，旨在透過鼓勵企業、公民團體與個人，對政府開放資料做創新加值運用。在配合第四階段電子化政府計晝之實施，政府開放資料已列為我國一重點政策實行，中央與地方政府將分別建立其開放資料平台，並逐步要求其所屬機關開放資料給與公眾使用。本研究之目的在於瞭解國際間先進國家政府開放資料實行的政策規劃、推動策略、相對應的服務與管理模式。透過汲取他國政府的經驗與做法，以檢視我國政府機關開放資料加值的實行現況。並依據國內政府機關的現況與需求，以期研擬我國政府開放資料營運模式與作業原則，提供政府機關推展開放資料的參考與建議。
