Abstract:	中共自建立政權以來，曾經對政府機構進行過三次改革，但是效果不彰，形成『精簡－膨脹－再精簡－再膨脹』的惡性循環。八十年代政治體制改革中的機構改革工作的經驗教訓中，中共認為必須首先抓住『轉變職能』這個關鍵。包括八二年的機構改革，基本上是在職能為轉變的情況下進行的，由於政府主要仍然適用行政手段直接來管理本來屬於基層與企業的事情，因此，並未下放權力與機構改革，在職能為轉變情況下，放權只是形式上放權，精簡機構之後，由於管理方式內容還是沿用舊的一套，久而久之機構又自然膨脹，弊端再現。
