Title:	我國有線電視發展歷程中的國家角色分析

Abstract:	一九九三年七月，有線電視法在各方力量的角逐下完成立法，九七年二月交通部頒發了第一張有線電視系統的營運執照，台灣的有線電視系統正式走入了合法營運的階段。然而，有線電視的萌芽至今超過三十年的時間，該媒介在台灣發展的型態，隨著歷史情境的不同而多所變化，此過程中包括國家、市民社會甚至國際經濟在內的各類力量，都企圖對其有所影響與控制。本文除了透過歷史資料來了解我國有線電視發展歷程，以及國家機器在面對社會轉變時所採取的態度，同時也將有線電視視為社區的公共論壇，作為活絡地方文化，凝聚社區意識的基石，並以此標準來檢視國家機器所展現的行動，是否符合媒介公共領域的規範。
