Title:	連戰內閣行政革新方案之研究

Abstract:	由於我國有關行政革新的相關研究，長期皆著墨於細節技術上的探討，而未將行政問題連結於行政革新的架構層次，本文企圖透過行政革新宏觀層面的探討，並連結於整體的政治、經濟、社會、文化等層次加以研究，期能結合理論與實務及結合國家與社會關係，基於此，本文首先探討行政革新相關理論，行政革新理論中公民的公民資格角色、行政人員的自我革新改革、行政組織的革新、領導角色理論等理論面的探討，尤其如何透過新公共行政理論三個改造方向－改造文官體制、共同合產模式、與社會參與面向的行動策略，注入民間社會活力，以帶動國家與社會、中央與地方、政府行政人員與人民的互動及革新。
