    Abstract: 聯合國是一個由許多國際機關、國際組織組成的複雜體系，它的設立一方面為補充──在
    　某種限度內並監督──前此已有的國際組織，另一方面為提供一些前此未有的處理國際事
    　務程序；它的設計還預期要和各國國內組織同時並存。在各方面兼顧的情形下，確定這個
    　複雜體系各部門間的關係，劃分其管轄，分配其職權，不是一舉所能解決的問題，而有賴
    　於不斷發展，在發展過程中，聯合國各部門間的關係深深受到世事變遷的影響。
