Title:	台灣地區影響工業衝突因素的探討

Abstract:	一般人均認為台灣經濟發展的重要因素之一是低廉且勤勉的勞動力，而過去也少聞勞資糾紛。但有學者認為過去乃因為制度性因素，使得勞工在面臨勞資關係時只可以個別的行動來表示，所以過去台灣離職率一直偏高即源於此。本文先檢視結構功能理論、社會心理理論（相對剝奪）、衝突理論、協商理論、集體行動理論、以及新政治理論對工業衝突的看法。一般人咸認為工業衝突是「問題之學」，帶有負面意義。但是不同理論對工業衝突的本質有不同的假設，究竟工業衝突是社會變遷過程中所產生的偶然失序，或是社會必然存在的現象，對於這一點各學派論辯尚無定論，本文亦無法枉下判斷。因此，本文目的不在證明某一理論，而係以各派觀點為思考架構，檢視影響不同型態，不同規模工業衝突的因素。在實際運作上，本文探討了（１）歷年來中央民意代表選舉中，工商業團體選舉的變化；（２）歷年來工會組織的變化；（３）影響協商力的經濟因素；（４）相對剝奪；（５）工業關係制度相關因素：勞工保險、團體協約、職業災害、勞工教育等因素對勞資糾紛以及離職率的影響。
