Abstract:	本文係自外交政策角度透視美援在七○年代所扮演的政治性角色，無涉美援本身的經濟性理論，其內容約略說明如后：第一章導論。第二章檢討二次戰後普遍認知的美援理論基礎，包括其定義、內容、動機、型態、作用等，兼述東西冷戰期間，美援之經驗與成敗。第三章「皮特森報告」根據「尼克森主義」之指導，針對七○年代的美援而有所闡發，並強調多邊主義之重要性；唯施諸第三世界，卻橫生枝節，充滿困惑。第四章參與美援政策制訂之國會和一般大眾，因挫折日深而信念動搖，相繼從意識型態與論依規方面，提出一連串疑竇與辯駁。第五章七○年代關於美援的挑戰紛至沓來，幻想與實際，重估與展望，概屬必須悉心剖析的課題；何況迎向一個「相互依存」的世界，尤待美國外交當局冷靜思索，把持一個不偏不倚的美援外交。第六章結論。
