Abstract:	我國際貿易管理機構的行政適應（民國四十年至六十三年）具有二種性質：一是遵循憲法有關外貿的規定，逐漸建立制度，又不失彈性；二是政府遷台後，政治安定，社會和諧，面對經濟發展的巨變，行政所為之適應（主張發展－體論最澈底的首推比較行政學者雷格斯教授他依帕深思的說法，把社會體系分為社會、經濟、政治與行政四個抽象的部份，每一部份的發展皆不可分離。）。本論文乃是從經濟發展過程中，探索我行政體系如何適應經濟發展？其過程如何？以及經濟發展與行政適應兩者之間的關係如何？本論文為行政適應之研究，著重其功能性，整體性與動態性，此所以有別於靜態制度之研究。
