    Title: 區段徵收與新社區開發之研究

    Abstract: 臺灣地區自民國四十二年起，連續實施數期經濟建設計劃以降，經濟迅速進展，工業化與人口都市化現象與日並進，經濟結構亦由原以農業為主之經濟，轉變為以工業為主之經濟，在這種進展與轉變過程中，由於對人口的成長與分佈，土地使用，資源開發與公共設施等，未能作有效地配合，和缺乏一完善而整體的計劃，致產生了兩種極端相反的現象：一是人口大量向臺北、高雄南北都會區集中，中心都市過度膨脹，在都市建設無法與之配合下，造成住宅缺乏，貧民窟、違章建築滋生蔓延，交通擁塞，空氣、用水污染，犯罪案件層出不窮等都市病態現象。一是因大部份工業集中於臺北、高雄二大都會區，區域之不均衡發展，造成區域間所得發生差距，就農村地區言，所得偏低之結果，引起了眾多青壯年勞力之移往都市謀生，使得農村之生產結構呈現「老化」現象，造成農村經濟之更形蕭條萎縮。上述之二種現象，一般而言，是互相為因果且互為影響的，若欲謀求問題之解決，吾人認為非從整體綜合觀念上著手，無以完成之。易言之，其所採取之較佳都市發展正策厥惟在「開發新社區」上。蓋開發新社區其所擬訂之目標乃在於：(1)配合國家重大建設及區域發展，以調節區域間之不均衡發展，避免區域間所得差距之擴大；(2)引導大都市內之住家，工商業移往新社區內，以緩和都市人口、住宅、交通之壓力；(3)容納現在及未來成長之都市化人口；(4)解決土地利用之不當——都市向郊區無限制蔓延，侵佔高等則農田。並提供大量之國民住宅用地，以供中低收入家庭建築住宅之用；(5)促進天然資源之保護與管理，並滿足人民對提高環境品質之需要。
