Title:	全面實施平均地權非都市土地規定地價之研究-以台北縣為研究對象

Abstract:	我國民生主義土地政策係以實施平均地權，促進土地利用，增進人民福利，建設安和樂利的社會為目標。惟自民國四十三年制定「實施都市平均地權條例」，四十五年擇定台灣地區的主要都市試行規定地價，至五十九年正式在台北市等五十九地區的都市土地辦理規定地價，以迄爾後之逐次擴大實施範圍，二十餘年來，其實施區域不過全省一百二十八地區之十七萬九千餘公頃都市土地而已。雖云都市平均地權之實施，對於防止都市土地之壟斷、投機，發生了不少抑制作用，同時地價稅及土地增值稅的收入，對於發展地方建設、增進社會福利等亦具有重大貢獻，然以實施範圍究僅限於都市土地，致上項效果未能擴及全面，而近年來，台灣由於經濟之快速發展、都市範圍擴大、都市外土地地價亦急速上漲，但此諸地區因未舉辦規定地價，致漲價大多歸私，遂成為土地投機壟斷者謀取暴利之溫床，不僅破壞地利共享之原則，抑且與民生主義土地政策之理想顯有違背。
