    Abstract: 交通為「財富之脈」，「實業之母」，「國防之本」。交通事業為國家之基本建設事業。因此，一國交通事業發達與否？與國家之統一，國防之鞏固，政治之進步，經濟之繁榮，生活水準與文化水準之提高，均有密切之關係。考諸我國，自民國以來，早期即有國父手訂「實業計劃」一書供作交通建設之藍本，惟嗣後因政治、社會等因素致交通建設不如預期之速，尤其近年來經濟發展迅速，交通事業之成長遠落經濟建設之後，致形成種種瓶頸現象。為消除各種瓶頸，惟有加強投資交通建設迎頭趕上，而加強投資先決條件，即在籌有充裕之資金。故本文主要目的在於如何籌措投資資金，並將資金運用於最需要最節省而最經濟有效之途徑。
    本文因鑑於 1. 目前國內交通事業建設發生嚴重瓶頸現象。2. 國人觀念仍舊保守，民營企業資料不全。 3. 郵、電、鐵路、公路與國民生活關係最為密切，故研討時集中於國內公營公用交通事業之郵、電、鐵路、公路四部份。
    本文之資料採用次級資料，主要資料來源為交通部、郵政總局、電信總局、臺省鐵路局、臺省公路局所編印之統計資料。
    本文共分五章。第一章介紹公用交通事業之意義及其在經濟上，管理上及會計上之特點。第二章介紹公用交通事業收費費率之理論與實務暨交通建設資金之來源。第三章論資金之運用。第四章述幾個重要資金運用測驗方法。第五章結論。
    本文撰寫蒙指導教授沙燕昌老師悉心指導，提供有關資料，文成之後，並逐字斧正，謹致由衷之謝忱。進修期間，承諸師長之殷殷啟迪，銘感至深。
    近代管理科學，一日千里，著者才疏學淺，復乏經驗，文中疏漏錯誤在所難免，尚祈諸師長先進，不吝賜教。
