Abstract:	本論文計一冊，約四萬五千字，其中共分六章，第二章分兩節；第三章分五節；第四章分二節；第五章則提出十幾個控制生育之公共政策；第六章為結語及建議。人口問題牽涉面非常廣泛，舉凡社會、政治、文化、經濟等都與它有關。惟本文僅就人口成長之經濟面加以探討。首先，本文對控制入口過度成長所能產生之經濟效益加以分析，其中分對國內的影響與對國外之影響二部份。其次，則研討私人的生育行為，其中介紹兩個代表性的模型並加以批判及比較，再其次，將社曾（總體）利益與成本在私人（個體）間之分配情形作一番討論。然後，以上述學理分析為基礎，提出了為達到節制生育目的，政府所應採行之各項措施。最後，將本文作一總結，兼提出對台灣現行辦法的改進意見。
