Title:	戰時人事行政之研究

Abstract:	本文計分六章，二十七節，都七萬言。其內容依序為; 第一章，導論，旨在說明戰爭對於政府組織，權限。人事，財政，行政管理之影響，變化情形; 戰時人事界之各種特殊現象; 非常時期人事行政之職念; 研究方法，範圍，目的等。第二章討論有關公務人力動員準備。戰時人事政策之原則，特種人事法規之訂定，戰時戰地所需幹部人才之儲備，培植，訓練等問題。第三章研究戰時後方特殊人事問題，如公務人員之甄補，新進人員任用政策，入伍人員，臨時人員，女性公務員，戰時待遇，訓練，安全與忠第四章研討戰地一般人事問題，如人事體制，戰地政務人員之甄拔，任用政策，待遇，訓練。考核，保障，匪偽公務員之接管。留用，任使，戰地人員撫卹退休之度理，第五章探討復員時期，人事體制由戰時恢復平時，復職人員之安排，退伍軍人出任公務員等問題。第六章係就筆者對於戰時人事措施與文官制度，臨時人員與公務水準，人事機關對戰時特殊問題應有之態度三問題之看法，以代結論。
