Title:	中亞五國與俄羅斯之安全合作關係(1992-2001)

Abstract:	中亞五國在獨立後，由於與俄國長期以來的歷史、經濟、民族聯繫，至使中亞國家無法在短時期內達到實質的獨立，因而與俄羅斯繼續維持緊密的安全合作關係基於地緣政治經濟、裏海能源問題、分離主義、極端主義、恐怖主義對安全的威脅、跨國毒品犯罪問題、中亞無核區的推動等現實因素的考量，中亞五國因而與俄羅斯繼續維持緊密的安全合作關係。中亞五國獨立至今，與俄羅斯在安全合作關係上的實踐有四個層面：雙邊安全協定、獨立國協架構(CHΓ)、「獨協集體安全條約」(ДΚЬ)、上海合作組織。中亞五國獨立至今，與俄羅斯在安全合作關係上的限制有二：中亞內部的邊界問題與烏茲別克的親美傾向。
