Abstract:	一、戰爭是為達成政治目的的一種最後手段，當一個國家為維護其國家利益，遭遇重大障礙或其生存發展面臨嚴重威脅，而使用其他政治、經濟、心理諸般手段不能達其目的時，便只有訴諸武力，而軍事戰略為「建立武力，藉以創造與(或)運用有利之狀況，俾在爭取軍事目標時，能獲得最大之成功公算與有利之效果」，由此可知軍事戰略之重要。
