Title:	戰爭的政治目的與軍事工具的關係--「中共個案研究」

Abstract:	一、由於兩岸的領導階層缺乏接觸，常常導致對彼此的誤解，以致在誤解與誤導中形成爾等之政策。筆者以克勞塞維茨「戰爭本質」的論點，結合兩岸互動過程中，國際、政治、經濟、軍事層面等因素的影響，探究若中共武力犯台軍事工具與政治目的的相關問題，假設中共對台灣武力進犯，中共決策者對台灣使用軍事工具的動機，希望從此能探討出動武的原因，在兩岸政治議題上，化解歧見或達成某種進展，避免戰爭，以追求兩岸永久和平，共創繁榮與發展。也希冀在問題探討中，釐清問題，並作為將來政策制訂的參考。
