    Title: 高階主管資訊系統實例應用－以電信服務業為例

    Abstract: 　　電信業務開放民營後，市場進入戰國時代。在這一片榮景中，卻也潛在著許多的問題。國內業者因為本身缺乏電信服務業經營經驗，因此不得不求助於國外的合作夥伴。本研究希望能夠建立一個電信服務業高階主管資訊系統的雛形，提供管理者決策所需之資訊。
    　　本研究首先選出關鍵成功因素，接著決定可以提供各項關鍵成功因素的重要程序，再根據這些程序，決定所要呈現的資訊。由產業特性中的資本及技術密集性、尖峰負荷性兩項所推導出的「成本控制」以及「提昇設備使用」，加上學者所提出之「市場區隔」、「瞭解客戶特性與各項服務使用」兩項，成為本研究所選用的關鍵成功因素。由此四項關鍵成功因素中所推導出的重要程序依序分別為：成本分攤、系統話務量分析、客戶資料分析與通話資料分析。成本分攤部份，本研究提出以作業基礎成本制(ABC)來分攤軟體成本；系統話務量分析則提出通話完成率、交遞完成率、中繼線路佔線率、訊號流失率作為觀察指標；而客戶資料與通話資料分析，則以星狀資料模式將相關資料加以組織，同時經由各項屬性之間的交叉分析，找出客戶特性與通話使用之間的關係。
    　　本研究最後提出結論，認為將來軟體在整個電信服務業中所扮演的角色，將會更加重要，因此必須將軟體的成本獨立計算。同時經由系統話務量指標的觀察，可以掌握目前的各項設備的使用狀況，以作為整體規劃的參考。同時可以經由瞭解目前客戶特性與各項服務的使用情形，設計出適合不同客戶族群的產品，以滿足不同需求。
