Title:	檢視中共的「擱置爭議」政策

Abstract:	近年以來，中共在處理與周邊國家懸而未決的主權衝突時，採取了「擱置爭議」的政策。中共此一政策雖部分地可由文化或經濟等因素來理解，但最主要的原因仍是美中軍力的對比，尚不足以支持中共使用強硬軍事手段來處理主權爭議。中共是個新興中的強權，其國力隨時間推演而遞增，延後衝突本來就是有利的，擱置爭議政策誘使中共周邊國家與中共親善，使中共可以在相對穩定和平的區域環境下發展經貿，並與他國合作處理共同關心的問題。中共當前擱置爭議的作法是國際現勢使然，是在美國霸權的陰影下謹守和平與發展的信條，厚植國力以作為日後競逐的基礎。也因此，我們可以期待此一政策在一段時間內的持續性。
