    Abstract: 2010年3月26日南韓天安艦沉船事件使朝鮮半島安全問題再度成為焦點議題。制度主義學者一再強調的「制度(Institution)與典則(Regime)能為國家創造合作空間,並因此而能夠產生一種和平解決衝突的效果」,這種運用國際制度(International Institution)以和平解決區域安全問題的論點殊值參考。因此,若能將北韓帶入制度化的國際體系中,使北韓能與其他行為者互動,並藉由制度與組織的力量約束北韓發展核武,如此便可能創造維持朝鮮半島安全的機會。是故,本文將以制度主義為分析架構,從朝鮮半島安全制度的建構與發展為切入點,探討於1995設立之「朝鮮半島能源開發組織」(Korean Peninsula Energy Development Organization; KEDO)對控制北韓核武發展的功能與意義,並進一步剖析正積極扮演全球安全角色的歐盟(European Union)在KEDO體制下,能否對朝鮮半島安全問題作出貢獻。最後在評估與檢討KEDO與歐盟之安全功能後,論述未來朝鮮半島安全的可能發展。
    The Cheonan incident occurred on 26 March 2010 has put the security issue of Korean Peninsula back into the spotlight. Institutionalist scholars emphasize that “institution and regime can create opportunities of cooperation for nations and can produce an effect on resolving the conflict peacefully. “This viewpoint of applying International Institution to resolve regional security problem is conceivable. If North Korea can be brought into the institutionalized International Organization and interact with other actors, the impact of normative effect of the International Institution and International Organization on North Korea who is eager to develop nuclear weapons will be expanded. In this circumstance, the chance of keeping peace on the Korean Peninsula is becoming possible. In this article, we will begin with introducing the construction and development of the Korean Peninsula Security System and review the function and meaning of the “Korean Peninsula Energy Development Organization” (KEDO), which was set up in 1995 and aimed to control the development of nuclear weapon in North Korea. Furthermore, this article will analyze the meaning of EU’s involvement in the process of controlling the development of nuclear weapon in the North Korea under the structure of KEDO. The main focus will be whether the EU with its growing importance in the global security network can contribute to the security problem of North Korea. Based on the analysis, the prospect of the possible security development in the Korean Peninsula will be discussed.
