    Title: 大陸「全面二孩」政策研析

    Abstract: 中共十八屆五中全會於10 月26 至29 日在北京召開，審議通過了《中共中央關於制定國民經濟和社會發展第十三個五年規劃的建議》（以下簡稱《建議》），這不僅攸關2016 年至2020 年中國大陸的經濟社會發展，也是構建習近平所提倡「中國夢」的重要拼圖。《建議》在「促進人口均衡發展」中提及「堅持計劃生育的基本國策，完善人口發展戰略，全面實施一對夫婦可生育兩個孩子政策，積極開展應對人口老齡化行動」，此正式宣布將實行「全面二孩」政策，也就意味著實施三十餘年的「一胎化」政策走入歷史。從中雖看到一片曙光，但也看到中共仍以「堅持計劃生育」作為基本國策，標誌著人口發展不會脫離國家的主導控制，只是把人口當成負擔的舊時代的延續。本文將從中國大陸人口政策的歷程與問題出發，探討「全面二孩」政策可能造成的影響，並說明「計劃生育」官僚系統於其中的角色與變遷。
