Title:	貿易、文化與視聽政策：批判的觀點

Abstract:	全球化風潮下，跨國貿易來勢洶洶。面對新自由主義論者對於文化貿易的宣稱，本文將就經濟模型、貿易規則、各國視聽部門貿易承諾水準暨其參與文化多樣性公約等情形，提出反證。在此基礎上，為逐步達成使本地文化工作者享有充分的文化判斷空間、本地閱聽人並得便利近用其作品的目標，本文除將整理我國入會前後的視聽部門貿易談判歷程，並將以促進本地內容的角度回顧我國電影政策及廣電政策。特別鑑於我國廣電政策長期來受「美國盲點」、「開放盲點」及「科技盲點」遮蔽，已成積弊，為滿足本地社會最大利益，有別於當前「向競爭轉」的政策倡議，本文認為，社會除應正視我國因市場失靈、產業尋租致影視部門生產零碎、資源配置失當的現象，更應確保國家政策有因地制宜的空間。是以，國家除應避免外部因素對視聽政策的不當干擾，更應務實思考減少資源外流、引導資源整合及創造交叉補貼的進路。此外，有鑑於國家尚有參與非多邊經貿協定的意圖，本文另建議，國家固不宜因貿易承諾再失政策空間，社會更應設法－擴大支持公共媒體服務、避免有利於境外內容的立法、明辨本地輿論的盲點與洞見，並以行動介入國家，開啟使國家合理介入的契機。
