    摘要: 近年臺灣「行人地獄」的交通問題,因行人死亡人數持續攀升,成為社會高度關注的議題。2022年內政部國土管理署提出「街道醫生」構想並於總統盃黑客松獲得卓越團隊肯定,2024年更推出「全民參與街道改善平台」,期望藉此落實跨部門合作與民眾參與,改善街道安全並降低行人事故。為釐清該計畫在實際運作中所面臨的挑戰與成效,本研究提出下列研究目的與問題:首先,探討「街道醫生」的推動背景與政策需求;其次,分析其在執行過程中遭遇的阻力與利害關係人的互動模式;最後,綜合評估此模式能否為臺灣其他交通或公共治理議題提供參考。研究方法採深度訪談,訪問包含「街道醫生」團隊成員、獲選路段地方政府、少數民意代表、倡議組織與一般民眾等共計23位,並輔以次級資料交叉比對。
    研究結果顯示,「街道醫生」強調運用數位工具與中央補助機制,成功引發地方政府的參與意願與社會矚目。然而,在實際推行階段仍面臨數項問題,包括部分縣市資源不足、民眾對街道改造計畫的質疑,以及地方行政溝通成本高昂等。此外,雖然平台機制提供民眾反映道路安全缺失的管道,但後續執行仍仰賴地方政府與中央部門的協調,且法律面與道路設計規範不夠彈性,也限制了實質成效的擴大。綜合分析後,本研究提出以下政策建議:第一,加強政策宣傳並提升透明度,讓民眾了解「街道醫生」的目標與流程,強化參與意願;第二,優化地方政府與在地居民的溝通機制,積極聽取民眾對道路安全的具體訴求;第三,中央可進一步協助地方政府執行計畫,提供經費與專業支援;最後,持續檢討並修正法規與相關制度,使道路設計及改造更具彈性,確保行人友善的街道環境能持久落實。透過多方協力與持續完善,「街道醫生」可望成為推進臺灣交通安全與人本街道建設的重要典範。
    In recent years, Taiwan’s “pedestrian hell” problem has drawn substantial attention due to rising pedestrian fatalities. In 2022, the Ministry of the Interior’s National Land Surveying and Mapping Center introduced “Street Doctor,” which earned a Presidential Hackathon Outstanding Team award. In 2024, the “Nationwide Participatory Street Improvement Platform” was launched to foster cross-departmental collaboration and public engagement, aiming to enhance street safety and reduce pedestrian accidents. This study investigates the initiative’s challenges and outcomes, focusing on policy needs, stakeholder interactions, and its broader relevance to other governance issues. In-depth interviews were conducted with 23 individuals, including “Street Doctor” team members, local officials, elected representatives, advocacy groups, and the public, supplemented by secondary data for cross-validation.
    The findings indicate that “Street Doctor” capitalizes on digital tools and central subsidies, boosting local government participation and public awareness. However, it encounters issues such as resource constraints, skepticism about improvement plans, and high administrative communication costs. Although the platform provides a channel for reporting road safety concerns, further progress requires coordination between local and central authorities, while rigid legal frameworks and road design standards limit its wider impact.
    This study thus recommends: reinforcing policy publicity and transparency to increase public understanding; strengthening communication between local governments and residents to address safety demands; offering greater central support (funding and expertise) to aid implementation; and continually adjusting relevant regulations to ensure a lasting pedestrian-friendly environment. Through sustained cooperation and ongoing improvements, “Street Doctor” could become a key model for advancing traffic safety and human-centered street development in Taiwan.
