Abstract: | 新南向政策(NSP)係由臺灣前總統蔡英文於2016年提出,旨在強化臺灣於印太地區之整體參與與能見度。該政策重點關注的區域之一為東南亞國家協會(ASEAN)之十個成員國。本研究旨在評估自2016年新南向政策推行以來,該政策對臺灣與菲律賓雙邊關係之影響,涵蓋期間至2024年。研究亦擬提出相關政策建議,以檢視新南向政策在菲律賓的推動是否達成臺灣所設定之外交政策目標。本研究將聚焦於新南向政策在菲律賓之具體實施情形,從三大核心領域進行全面分析,分別為經貿合作、資源共享與人才交流。 The New Southbound Policy (NSP) was introduced by the former president Tsai Ing Wen of Taiwan in 2016 to expand its effort to promote Taiwan's presence across the Indo-Pacific. One of the regions that the NSP takes a look forward to is the ten (10) member states of the ASEAN. This research paper aims to assess how the New Southbound Policy of Taiwan has influenced the bilateral relations of Taiwan and the Philippines from the beginning of the implementation of NSP in 2016 until 2024. The study intends to provide a policy recommendation on the engagements for NSP to assess if it has achieved its foreign policy outcomes in the Philippines. In the study, it aims to provide a comprehensive analysis of New Southbound Policy of Taiwan in the Philippines through the three key areas of NSP, mainly the economic and trade collaboration, resource sharing, and talent exchange. |
