| Abstract: | 本專題研究計畫旨在透過社會學觀點下的視覺途徑，來理解具有巨量資料屬性的科學技術創新，以及關於此等科學技術的治理現象，其中特別以晚近經由基因體技術引發的表觀遺傳學領域為主要探討對象。本計畫是奠基在計畫主持人近幾年來持續推動的研究計畫成果基礎上，也就是本於實作美學社會學之理念，進一步將技術科學創新現象，往後資料、後資訊以及後資本主義之後資時代推進，以尋求更符合當前以超越不可視尺度之科研活動，以更具實作與經驗基礎之視覺智能來理解新的治理現象，建立新的治理理論。 本計畫主張在後資時代的治理現象當具有雙重迴圈之結構。內迴圈是以既視現象經由個體化過程而發生創新現象，並再經由普遍化過程而累積到既視現象，因此形成的是一個創新迴圈。外迴圈是由積累的案例組構成巨量資料，再透過演算法或技術平台發展成施為於個人的精準科學，於是產生新的案例，並再積累成為案例組，因此形成一個治理迴圈。兩迴圈是以圖像關聯相互連結，並以視覺社會性，造成技術科學在後資時代的治理現象。 計畫預計以兩階段三年的時間完成。第一階段在於建立視覺體制下的創新迴圈，是以個別技術的圖像表現為中心的跨國比較研究，預計以三年的時間完成若干重要表觀遺傳學的核心技術分析。使用的方法為圖像學習分析、稟性分析、關聯分析和圖像網絡分析等。第二階段將於計畫啟動後1.5年開始，是將第一階段研究持續累積的成果融入到整個技術領域的治理迴圈中，特別著重在案例組造成的跨技術、跨平台、跨領域效果，並且針對演算法治理性進行檢討修正，以建立具有視覺性的治理理論。 本計畫的實作觀點，不僅顛覆了指標性的評價邏輯和數量化的績效衡量理念，更透過對制度與慣習脈絡的理解，經由社會空間的分析，使得科研行動者進入到深層的社會與歷史脈絡中，可以看出在地行動的特殊性，又連結到整體的技術科學與治理脈絡中，而避免落入單向直線的發展史觀。在學術方面，本計畫亦與主流創新與治理研究分析斷裂，在概念與分析過程中的參考理論和研究方法，都有跨界與創新的作法，但亦皆連接到社會學的核心關懷。
This project aims at understanding 1)innovations of techno-sciences, characterized by big data, and particularly those in the field of epigenetics, and 2) new governmental phenomena which is contributed by the innovations, by way of visual approaches as a part of sociology of practice. As a successive work of sociology of pragmatist aesthetics incarnated in the PI’s last research projects in the past couple of years, the project further copes with techno-scientific activities that take place in invisible scales, in the coming meta-data, post-information and post-capitalist era, in terms of visual intelligence which is based on practices and experiences, for the purpose of understanding the new governmental phenomena so as to construction of new theories.It is argued in the project that the coming era is characterized by a double-circle model, including an internal circle in which innovations take place, and an outer circle that produces governmental effect. The innovation circle starts at visual evidences or representation of cases, via individualization (proposed by Simondon), to an innovation. Universalization of the innovation results in new visual evidences, thus forming a circle. The outer circle begins with a algorithmetic process of big data, producing a precise science that exerts on individuals. Outcomes of exertion on individuals are new cases, which will be accumulated and integrated into the big data. Therefore, a governmental circle is established. The two circles are entangled by socially formed images that serve as visual evidences of the cases, and also collective imagination of innovations that are realized in the algorithmetic processes.The project is planned to have two phases that will be carried out in three years. The first phase is a 3-year international comparative study, in which several critical techno-scientific cases of epigenetics are chosen, to establish the basic structure of the internal innovation circle. The comparative study utilizes methods of image retrievals with machine learning, dispositional analysis, associative analysis and image network analysis. The second phase will integrate cases studied in the first phase into the outer governmental circle. It is planned to start at 1.5 year after the beginning of the first phase. Special focus of the second phase is cross-boundary effects between different techno-scientific innovations, different technological platforms and different domains and fields. It will contribute to modification of algorithmetic governmentality and to establishment of new governmental theories. |
