    Abstract: 本研究基於第一期的檢討與試訪,仍然從理論與方法上揭櫫「理論建構、長期觀察、質量並重」等三大目標,期待質化資料可以作為本土理論建構的基石,長期觀察可以逐漸了解一般公民考上文官之後,進入公部門轉化成為官僚的過程,並且從中以質量並重的方法進行分析,看看這些改變對政府的效能影響是甚麼;最後,本研究的成果在實務上於台灣後年金改革時代,政府人事部門推動文官生涯發展計劃的基礎資訊。
