    Title: 因應開放資料後的政府資料治理策略與績效
    Going beyond Open Data: Strategies and Performance of Government Data Governance

    Abstract: 由於資訊技術(Information communications technologies, ICTs)的快速發展,加上社會對於政府服務品質需求的提升,以及施政透明課則的需求,電子化政府早已是各國政府積極推 動的政策方向。其中政府開放資料(open government data)以及巨量資料(big data)的發展,更帶動政府數位治理(digital governance)的思維,因應這樣的思維,政府資料的管理有了革命性的改變,因有資料治理(data governance)發展的趨勢與需求。
    本研究擬探討政府如何因應數位治理發展趨勢型塑其資料治理策略,以及民間社團對公私協作與民眾對政府回應性的評價。在資料治理策略發展部分,第一年本研究擬透過訪談,針對中央部會的資料治理策略與推行以代表性個案進行了解,分析不同機關單位性質是否採行不同策略,並且透過問卷調查,了解中央部會在推行資料治理時,所面臨的挑戰,同時分析公務同仁態度的影響;本研究第二年執行擬植基於第一年結果,持續更新文獻,著重政府資料驅動多元協作模式以及對循政政策發展的影響(包括政策類型、機關性質、民間團體性質、信任關係、課責關係、參與型式等),建構政府資料治理公私協作模型與分析架構;第三年,在民眾對政府回應性的評價部分,擬以實驗設計,針對不同單位在Join平台上,政府回應差異是否影響民眾對於政府的回應性及信任的評價。最後整合三年研究結果分析,深入探討不同政府機關資料治理策略上的差異,是否反映在其決策制定過程以及回應民意上,進而影響民眾對其評價。
    Following the development of big and open linked data (BOLD), which includes data and information produced or commissioned by public bodies, the most recent trend of digital governance is government innovation and data governance. Ideally, BOLD promotes greater openness and accountability in government, strengthens democracy and drives innovation and economic opportunities. However, the fundamental challenge is data governance. The success of government data governance policies and projects hinges on robust assessment strategy that not only provides a valuable understanding of the impacts on stakeholders, but also provides an effective feedback mechanism for mid-course corrections. Considering the importance of internal (civil servants) and external (citizens, private and non-profit organizations) customers, this research will focus on the strategies and performance assessment of government data governance on both internal and external users of government data to make a contribution to the existing literature.
    There are three main foci of this research:
    1. In the first year, we will further review literature regarding the international opportune movement of government data governance. We will interview government CIOs, propose a theoretical model, and employ online surveys to evaluate the readiness of data governance in various government organizations, paying particularly close attention to factors affecting the implementation of data governance, such as organizational culture, rule of laws, etc.
    2. In the second year, we plan to conduct a series of interviews and develop a model to analyze patterns of BOLD collaboration for evidence-based policy-making among government and private and non-profit organizations.
    3.In the third year, we plan to conduct an experiment to evaluate the impacts of government data governance on perceived responsiveness. At last, we will develop an integrated external model to evaluate the policy performance of government data governance.
