    Abstract: 聯合國從2003年開始持續建構與修正的電子發展階段論、電子化政府準備度指標，已經成為各國用來了解本身電子化政府相較於國際之優劣的重要指標；世界經濟論壇（World Economic Forum, WEF）每年針對世界各大經濟體之資訊通訊科技發展與整備度的調查，也成為評斷國家競爭力的重要依據，進而影響國家資訊產業的架構。
    為了和國際電子治理趨勢接軌並發展我國治理架構，研究團隊已於2013年初步建構完成第一階段的電子治理公共價值架構，分別為政治性、社會性與操作性三大價值，然此架構仍須以多年期調查資料，審視架構完整性與可行性；此外，資訊科技的發達、網路與行動載具的普及以及web 2.0等相關社群網路的盛行，諸多新興技術的崛起，逐漸改變了民意蒐集的方式。本研究將以跨時資料審視我國在數位國家發展面向、數位治理的相關動態，乃至於數位國家治理發展所追求的最終公共價值的實踐程度，同時因科技發展以及調查方式與時俱進，應整合不同資料蒐集方式。具體而言，所涉及的研究程序與方法包括：對現有完成之電子治理公共價值架構之檢視、對相關國際組織及先進國家政府數位相關指標發展文獻的再檢視、採納不同調查方法持續蒐集資料，除進行跨年資料分析，比較與整合來自不同方法的資料，以提供數位國情全貌。
