    摘要: 核電廠除役及放射性廢棄物長期以來被民眾視為有極高的風險,政府該如何進行管理是極具爭議性的話題。而在放射性廢棄物的管理中,利害關係人的參與對於政策結果有強大的影響力,因此管理過程應該要容納各方利益團體,政府應該有效地提供充分的政策資訊及參與的溝通管道,不僅應達成重視民主價值及程序上的正義,更重要的是在政策管理過程中獲得民眾的支持與信心,建立民眾與政府間的互信與合作。爰此,本研究目的是希望彙整當前政策溝通的相關理論文獻,以了解政府部門溝通的環境與民眾參與的要件與方式,並分析國際上在放射性廢棄物管理及核電廠除役議題上民眾參與及溝通的案例,針對各個發展階段、制度性的制定(如政策擬定、法規制定)以及設施設置與管理(如處理、儲存、及處置,營運及除役等)的方式等,了解各國政府如何針對放射性廢棄物的管理和除役進行政策雙向溝通以及應該採取何種公民參與機制已達成政策目標,以檢視我國在放射性廢棄物管理上所面臨的問題,並界定多方利害關係人的角色,例如各主管機關、開發業者以及民眾,提出可行且有效的政策溝通管道與民眾參與機制。
    Radioactive wastes are usually considered to be extremely risky. It is expected that the government need to carefully handle this controversial and critical issue. Different stakeholders play significant roles in the policy making process. Therefore, the government should take each of the stakeholders’ needs into consideration. The government ought to provide full information and create sufficient participating channels to the stakeholders as well as the general public. Not only should it value the justice in democracy and procedure, but also it ought to endeavor to build trust and confidence between the public and the government during the policy making and managing process. As a result, this research aims to comprehend the managing experience and institutional laws and regulations of different countries in order to figure out the policy communication approaches and channels between the public and the government. It is the core mission of this research that comprehending relative theories and researches to know well about the intercommunicative and participating channels for the government and the public. Additionally, case studies will be placed as important weights as the literature review. This research focuses on the institutional aspects, regulations, policy-making process, and equipment management. The disposing and conservation of the radioactive wastes as well as the operation and discharge from service of the nuclear power plants in other countries will be studied. This research also concentrates on how the government and public agencies decrease social strike and encourage the public to participate in the policy-making process through citizen participation approaches provided by the government. Finally, this research attempts to identify the key problems in radioactive waste management and identify multiple stakeholders such as public agencies, relative industrial workers and the public to put forward with operational and effective policy intercommunication and public participation.
