    Abstract: 1. 學術影響面：本計畫掌握資訊通訊科技發展以來開放政府以及民主參與的趨勢，研究結果將得以和公共行政學界長期以來民主與官僚之間衝突與調和產生的議題對話。而台灣在東方文化脈絡下豐富的案例，得以滋養東西方學界的研究。2. 實務影響面：本計畫結果預期針砭目前我國中央及地方政府因應開放後台制度面、組織面及人員面的問題，提出解決之道，落實民主治理，使台灣的民主持續發展。而該等措施以及配套的機制、技術也可推展到其他國家，搭配我國南向政策以及先進的資訊通信產業，有其政治及經濟的價值。
