    摘要: 當代的環境決策,牽涉到高度科學專業化、科技不確定性、以及風險分配的社會衝突問題,這使講究經濟與科學技術理性的傳統決策模式,在處理環境爭議時常感捉襟見肘。許多研究者因而強調,環境風險相關的評估與決策,需要尋求更開闊、多元的政策知識方法論,來提升環境決策品質。在此脈絡下,本三年期計畫,將透過中科三期環評、六輕健康風險評估、以及低放核廢料處置等三個具體重大環境事件的檢視,瞭解我國環境政策過程中,如何進行供決策判准之相關知識建構,以及制度程序設計與政策知識的產出、散佈與運用之間的關係。這三個案例在政策發展過程中,都曾出現足以抗衡行政決策論述的競爭性論辯,因此提供我們一個檢視替代性取徑環境知識生產與建構的機會。而在傳統與替代性途徑對照討論的基礎上,本研究將進一步分析好的環境知識建構所需之關鍵性制度元素,並探究相關之制度設計如何鑲嵌於台灣的政策脈絡中。從後實證政策分析角度,本計畫將進行大量文獻分析,以及運用質性之深度訪談、田野觀察與焦點團體座談等方法,分析我國環境知識建構的動態過程,反思現行環境決策之制度缺失,並啟動替代性政策設計的重視與討論。
    The contemporary environmental decision-making involves a high degree of scientific specialization, technological uncertainty, and social conflicts during risk allocation. This makes the traditional decision-making paradigm that focuses on the economic and scientific rationality often come up short in dealing with the environmental disputes. Many researchers have therefore stressed that the environmental risk related assessments and decision-making must find more open and diverse policy knowledge methodologies in order to improve the quality of the environmental decision-making. Under this context, this three-year project will; through the examination of the three specific major environmental events such as the CTSP-III EIA, health risk assessment disputes of the Formosa Plastics Group No. 6 Naphtha Cracker Plant, and the low-level nuclear waste disposal and siting issues, etc.; understand how the policy knowledge is constructed in the environmental policy process, and the relationships between the institutional design and the policy knowledge generation, transmission, and utilization. During the policy development process for each of these three cases, there were competitive arguments sufficient to contend with the administrative decision-making discourse. Therefore, they provided us with an opportunity to examine the environmental knowledge production and construction through alternative policy paths. Under the basis of the comparative discussion between the traditional and the alternative approach methods, this research will further analyze the key institutional elements needed for a good environmental knowledge construction and explore how the related institutional design can be embedded within the policy context of Taiwan. From the angle of the post-empirical policy analysis, this project will conduct an extensive literature analysis and employ methods such as qualitative in-depth interviews, field observations, and focus group discussions, etc., to reflect the shortcomings of the contemporary environmental decision-making system, and to galvanize attention and discussion on the alternative policy design.
