    Title: 跨域氣候變遷與災害社會調適與韌性機制、行為與策略之研究—子計畫:因應氣候變遷與社經災害下產業園區之脆弱度評估、韌性分析與調適策略規劃 (I)

    Abstract: 關鍵基礎設施是維持都市運作的基本要素,例如能源、高科技產業等設施,不僅要求提供足夠的服務量能,更對其服務品質與安全提升日益重視。尤其佔我國經濟產值重要地位的產業園區,當發生如颱洪、地震、火災、水災、旱災、恐怖攻擊等災害,可能會嚴重影響到都市的安全和經濟發展損失。產業園區災時應變與災後恢復,更是需要跨部門、跨地域、跨資源的進行調適,使得這些產業園區的安全防護、脆弱度評估、風險溝通、調適行為、跨域治理等強化韌性議題漸趨重要。因此本研究主要目的在於探討臺灣產業園區,面臨氣候變遷與不同社經災害衝擊,呈現不同面向之脆弱度特性、韌性分析,及因應之減災調適策略。本研究為整合型計畫,主依「107年度科技部自然司防災科技學門專題研究計畫課題重點說明」之第5-4項為研究主軸,涉及研究整合不同部門脆弱度與韌性分析、公部門計劃調適(planned adaptation)與私部門自主調適(autonomous adaptation)之風險溝通、互動關係與機制,以及跨不同空間、資源、組織等層級等災害調適策略規劃。本研究第一年探討相關脆弱度理論,以及產業園區面對天然災害與人為致災之防救災體系、脆弱度評估架構等文獻回顧,初擬產業園區脆弱度評估架構;第二年實證全臺產業園區之政府、服務中心、廠商等部門的防救災權責、風險溝通機制與脆弱度評估;第三年依據實證成果續以進行產業園區安全防護之韌性分析,並以跨域治理理論及論述分析途徑,研提面臨不同災害情境之調適策略,可作為產業園區因應不同社經災害下之防護與防救災體系應變機制與風險管理的參考。
    Critical infrastructure is an essential element of the operation of the city, such as Energy, science and technology industry facilities must not only provide adequate service and focus on safety improvement. In particular, the industrial parks are an important part of Taiwan's economic output. When the industrial parks are in disasters, such as floods, earthquakes, fire disasters, floods, droughts, terrorist attacks, that would seriously affect the city's security, economic losses. Therefore, the space security, vulnerability assessment, risk communication, adaptive behavior, cross- boundary governance of industrial parks is becoming an important issue.Therefore, the purpose of this study is to explore the vulnerability characteristics of Taiwan's industrial parks in the face of climate change and social disasters, as well as to study the resilience analysis and adaptation strategies. This research involves integrating planned adaptation, autonomous adaptation and risk communication mechanisms in different departments. Finally, we study the adaptation strategy planning based on cross- boundary governance theory.The first year of this study explores the theory of vulnerability and the disaster prevention system in industrial parks and other literature to establish the vulnerability assessment framework for industrial parks. The second year conducts an empirical study of the risk communication mechanisms and vulnerability assessment among government, service centers and enterprises in the Taiwan industrial Parks. Based on the empirical results, we will continue with the resilience analysis and cross- boundary governance in the third year. The research results can be used as a reference for industrial parks to improve their protection mechanism and risk management in response to climate change and social disasters.
