    Abstract: 人口販運是一項全球性議題,幾乎影響世界上每一個地區。由於此類犯罪具有隱密性,取得精確數據仍是一項重大挑戰。保守估計顯示,受影響人數可能高達五千萬人,且據信近三分之一來自東南亞地區。在該區域中,泰國主要為鄰近國家受害者的目的地國,而越南則被視為主要的來源國之一。

    本文探討非政府組織(NGOs)在打擊人口販運與支援受害者過程中所面臨的挑戰與機會,並特別聚焦於越南與泰國兩國。對這些議題的深入理解,有助於擬定策略以提升非政府組織的效能,並加強區域與國際間的合作。研究所用之第一手資料,係透過對八個具代表性非政府組織之關鍵人員進行半結構式訪談所獲取——其中四個組織位於泰國,四個位於越南。透過歸納式編碼方法,本研究旨在辨識這些組織面臨的主要挑戰與機會類別,並探討兩國之間的異同。
    Human trafficking is a global issue that affects nearly every region of the world. Due to the clandestine nature of the crime, obtaining precise data remains a significant challenge. Conservative estimates suggest that up to 50 million people are affected, with nearly one-third believed to originate from Southeast Asia. Within the region, Thailand serves primarily as a destination country for victims from neighboring states, while Vietnam is identified as one of the main source countries.

    This paper explores the challenges and opportunities encountered by NGOs in combating human trafficking and supporting victims, with a specific focus on Vietnam and Thailand. A deeper understanding of these issues can inform strategies to enhance NGO effectiveness and strengthen regional and international cooperation. Primary data for this study were collected through semi-structured surveys with key personnel from selected NGOs—four based in Thailand and four in Vietnam. Using inductive coding, the research aims to identify the main categories of challenges and opportunities these organizations face, as well as to explore differences between the two countries.
