Abstract: | 本論文探討在2009年至2024年間加蓬於撒哈拉以南非洲地區面對日益加劇的美中競爭時,細膩行使地方能動性的方式,挑戰以外部主導為核心的既有論述。研究以非洲能動性理論為理論基礎,透過分析加蓬如何策略性運用其資產並因應外部壓力來具體操作能動性。本研究採用混合方法,包括個案研究分析、文件審閱及原創精英訪談,以剖析加蓬的外交決策。
兩個主要個案突顯加蓬的能動性:一是對石油與自然資源的策略管理,特別是與中國石油公司的關係演變;二是圍繞中國潛在海軍基地及法國在高勒營的長期軍事存在之外交操作。研究結果顯示,加蓬積極運用其自然資源、地緣戰略位置及外交關係作為戰略資產,以追求經濟發展與多元化目標。雖然2023年政變對國際承認造成影響,但加蓬外交政策展現出務實的延續性,過渡政府巧妙運用「過渡敘事」以安撫西方關切,同時維持非結盟的外交關係。加蓬的經驗最終突顯了後法非體系下外部影響力的局限,強調美國政策制定者必須採取更具適應性的互動方式,尊重地方能動性,並將實質支持置於單純民主議程之上。 This thesis investigates the nuanced exercise of local agency by Gabon amidst intensifying U.S.-China competition in Sub-Saharan Africa from 2009 to 2024, challenging prevailing narratives of external dominance. Drawing on African Agency Theory, this study operationalizes agency by examining how Gabon strategically leverages its assets and navigates external pressures. Employing a mixed-methods approach, including case study analysis, document review, and original elite interviews, the research analyzes Gabon's foreign policy decisions.
Two primary case studies illuminate Gabonese agency: the strategic management of its oil and natural resources, notably the evolving relationship with Chinese oil companies, and the diplomatic navigation surrounding both the potential Chinese naval base and the enduring French military presence at Camp de Gaulle. Key findings reveal that Gabon actively utilizes its natural resources, geostrategic location, and diplomatic ties as strategic assets to pursue its economic development and diversification goals. The 2023 coup, while impacting international recognition, demonstrates a pragmatic continuity in Gabon's foreign policy, with the transitional government skillfully employing a "transition narrative" to appease Western concerns while maintaining non-aligned relationships. Ultimately, Gabon's experience highlights the limits of external influence in post-Françafrique contexts, underscoring the critical need for adaptive engagement by U.S. policymakers that respects local agency and prioritizes tangible support over solely democracy-focused agendas. |
