    Title: 內生性廠商技術選擇對資源錯置與跨國產業總和要素生產力之影響探討

    Abstract: 目前既有的文獻在探討廠商生產要素資源錯置(resource misallocation)對跨國產業層級之總和要素生產力(Industry-level TFP)時,完全忽略了廠商的生產技術選擇障礙,如不同生產技術調整運用,對廠商以及產業資源錯置程度甚且對產業層級總和要素生產力影響。縱使仍有為數不少的文獻證實了生產性要素的資源錯置程度改善對產業層級之總和要素生產力(Industry-level TFP)存在巨幅的改善效果,然而由於一般衡量資源錯置的理論模型皆未能內生廠商所面對的生產技術選擇障礙,以及跨國製造業普查的個別公司之營運資料難以取得。此二原因造成探討不同程度的廠商技術選擇障礙對資源錯置程度以及產業層級之總和要素生產力的影響之研究仍付諸闕如。針對這個缺失, 本研究計畫將從新理論模型的設定及取得跨國(台灣,韓國,泰國,越南,印尼)個別廠商營運表現的資料庫著手改善,如:(1) 由一個同時內生廠商生產技術選擇障礙以及生產要素扭曲的理論模型以及可以自由調整生產替代性技術的理論模型來具體描述廠商生產技術選擇障礙的關鍵角色(2)本計畫也將由跨國資料庫的購置使用,架構細部的可供模型運算的變數資料庫。如此,可以採用模型校正 (Parameter Calibration)刻劃理論模型參數以計算出公司層級的生產技術選擇障礙以及其對產業層級總和要素生產力的影響,並藉由擬真分析 (Counterfactual Analysis) 計算廠商的生產技術選擇障礙的程度改善是如何影響 (1) 生產要素配置 (2) 產業層級總和要素生產力的程度,並以之做各項產業政策分析及建議。
    What is the relationship between production technique choice, extent of resource misallocation and the observed gap of cross country industry-level total factor productivity (TFP)? This question is left unexplored although a vast literature emerges recently in measuring the resource misallocation of production inputs. This is because the current model in measuring resource misallocation does not endogenize industry firms’choice of production techniques in the theoretical formation and the lack of good cross-country census data of disaggregated firm-level operational details in the manufacturing sectors. To remedy these two problems, this proposal formalizes the concept of “production techniques” by allowing industry firms to differ in technology scales, capital constraints and technique limitations. This research will investigate the severity of technique limitations on the industry level TFP. This model specification in turn allows us to calibrate industry and firm-level production function parameters, using an anticipated procured manufacturing census data set in Korea and Taiwan in the Newly Industrialized Economies and Indonesia, Thailand, and Vietnam in the emerging markets. This enables us to gain better insight toward understanding the misallocation of firms’ technology choice and their consequences for factor allocation and industry-level TFP. Such an endeavor also permits counterfactual policy experiments using a structural model consistent with the empirically observed industry framework.
