Abstract:	本計畫以「經濟行政法上之促進措施」為主題，期盼能建構出契合當代經濟體制及市場運作機制之經濟促進法制體系，妥適調和財政憲法與經濟憲法。在當代全球化市場經濟模式下，雖然強調經濟之發展主要係透過私經濟主體彼此間於市場上以自由公平競爭之方式達成，但有鑑於經濟活動之外部條件瞬息萬變，國家又必須顧及產業政策與總體國民經濟發展狀況，故國家適當地採取經濟促進措施，仍是不可欠缺之行政任務。在此前提下，本計畫旨在提供一套符合憲法框架，又可使國家財政資源合法、合理，且有效分配的當代經濟促進法制；必要時更期待能夠重構現行經濟促進法，並深化經濟行政法之學術研究。
