    Abstract: 研究臺灣軟實力的學者們指出,以臺灣獨特的國際處境而言,需要以吸引力而非強制力為區別的權力形式,重新詮釋約瑟夫・奈伊(Joseph Nye)所提出的軟實力概念。台灣「處境」的獨特性包括:有限的邦交、全球公眾欠缺對臺灣的認識,以及來自中國的持續生存威脅。有鑑於這些挑戰,文化部於2019年成立臺灣文化內容策進院(TAICCA),此舉廣泛被視為推動臺灣文化與創意產業發展及拓展國際影響力的關鍵舉措。

    本論文透過個案研究的方式,深入分析TAICCA如何培養臺灣透過電影產業投射軟實力之能力。本論文聚焦於TAICCA兩項主要倡議:一是促進臺灣電影產業與國際合作夥伴之間的共同製作,二是與全球串流平台合作,投資並推廣臺灣內容,使其得以觸及國際觀眾。

    整體而言,研究結果呈現運用跨國手段來強化與傳達臺灣國家認同於全球觀眾的重要性。本論文最終發現,今日臺灣已成功融入全球影視產業,並被國際認可為專業且可靠的 合作夥伴,特別是在東南亞地區,臺灣已成為關鍵的區域合作夥伴,願意參與投資與 製作其他國家未必能完成的影視作品。論文亦指出,得益於串流影音平台,尤其是 Netflix,臺灣內容正逐漸觸及全球觀眾,尤以東南亞為最。然而,臺灣影視內容在專 業化與商業化方面仍面臨挑戰,尚未達到西方及韓國影視產業在全球市場中的觀眾認可度。
    Scholars of Taiwan’s soft power have pointed to the need to interpret Joseph Nye’s concept of soft power – that is, the type of power distinguished by attraction rather than coercion – for Taiwan’s unique international context. That context is characterised by Taiwan’s limited diplomatic recognition, lack of familiarity among the global public and the ongoing existential threat from China. In the light of these challenges, the establishment of the Taiwan Creative Content Agency (TAICCA) in 2019 by the Ministry of Culture marks a significant effort to promote the development and global reach of Taiwan’s cultural and creative industries.

    This thesis conducts a detailed case study analysis of how effective TAICCA has been in developing the soft power capacity necessary to project Taiwan’s soft power through the film industry. The analysis focuses on two of TAICCA’s principal initiatives: facilitating co-productions between Taiwan’s film industry and international partners, and collaborating with global streaming platforms to both invest in Taiwanese content and distribute that content to international audiences.

    Overall, the findings underscore the significance of utilising transnational means to enhance and communicate Taiwan’s national identity to global audiences. This thesis finds that today Taiwan is well integrated in the global film industry and is recognised internationally as a professional and reliable partner and, especially within Southeast Asia, as a key regional partner willing to both finance and produce films which may not be possible in other country environments. The thesis also finds that thanks to the streaming video on demand platforms, principally Netflix, Taiwanese content is extending its reach to global audiences, again particularly in Southeast Asia. Nonetheless, challenges remain to effectively professionalise and commercialise Taiwanese content and achieve the global audience recognition enjoyed by the Western and Korean film industries.
