    Title: 中國投資的經濟政治和環境影響:5個非洲國家的實證分析
    The Economic, Political, and Environmental Impacts of Chinese Investment: An Empirical Analysis of Five African Countries

    Abstract: 本研究探討中國投資對非洲國家的經濟、政治與環境影響,並以獅子山共和國、尼日、查德、吉布地與剛果共和國五個國家為案例,檢視其在不同層面所呈現的關聯及差異。本文將被投資國區分為兩類,一類為「經濟上較為依賴中國的國家」(獅子山、尼日、查德),另一類為「經濟上同時依賴中國與其他西方國家的國家」(吉布地、剛果共和國),藉此比較中國投資與西方投資對被投資國的相對影響。根據相關文獻的建議,本研究分析10項經濟指標、4項政治指標以及4項環境指標,並透過量化分析評估中國投資與這些指標之間的關聯。研究結果顯示:(一)中國與西方國家的投資影響大致相似,其效果主要取決於被投資國的經濟結構與治理能力;(二)在經濟層面:中國投資與貿易深化、收入水平提升、基礎建設擴張以及現代化發展增益之間具有顯著關聯,同時五個案例國家的資本形成率也提高。但隨著投資擴大,部分案例國家(尼日、查德、吉布地以及剛果共和國)出現債務負擔上升與經濟自主性削弱的風險;(三)在政治層面:中國投資與政治穩定性提升、治理品質改善及貪腐減緩呈現關聯,並可能延長執政者任期。然而,五個案例國家對中國的聯合國投票相似性近年呈現微幅下降,顯示經濟誘因未必能轉化為更高的外交投票一致性;(四)在環境層面:中國投資與碳排放增加、空氣污染惡化及森林覆蓋率下降呈顯著關聯,其投資模式多偏向高碳排與資源密集型。雖部分投資專案涉及綠色能源,但整體能源轉型成效有限,也對環境可持續發展構成挑戰。本文的各種發現顯示,中國的投資對這些非洲國家在經濟、政治及環境層面所帶來的影響,與西方國家的投資並未呈現明顯的差異。
    This study examines the economic, political, and environmental consequences of Chinese investment in five African countries: Sierra Leone, Niger, Chad, Djibouti, and the Republic of the Congo. These countries are classified into two groups according to their economic dependency on China. Sierra Leone, Niger, and Chad exhibit greater economic reliance on Chinese investment, whereas Djibouti and the Republic of the Congo depend concurrently on Chinese and Western sources. Utilizing a quantitative approach, the study analyzes ten economic, four political, and four environmental indicators. The findings suggest similarities in the effects of Chinese and Western investments, shaped primarily by recipient countries' economic structures and governance capacities. Economically, Chinese investment positively correlates with increased trade, infrastructure development, income growth, modernization, and capital formation; however, it also associates with heightened debt burdens and reduced economic autonomy. Politically, Chinese investment correlates with enhanced stability, governance improvements, reduced corruption, and prolonged leadership tenure. However, it does not reliably predict diplomatic alignment with China. Environmentally, despite the limited implementation of green energy projects, Chinese investment however significantly correlates with rising carbon emissions, deteriorating air quality, and diminished forest coverage. Overall, the findings suggest that the economic, political, and environmental impacts of Chinese investments in these African countries do not exhibit substantial differences compared to those of Western countries.
