摘要: | 本研究旨在探討都市更新發展協會在導入 TTQS(Taiwan Talent Quality-Management System)訓練品質管理系統後,將如何系統性建構訓練管理模式,並評估其未來在培訓品質與實務應用上的成效。面對都市更新與危老重建所需之跨領域專業人才,協會作為非營利組織,具政策傳遞與人才養成之雙重角色。本文以 TTQS 五大構面——計畫(Plan)、設計(Design)、執行(Do)、檢討(Review)、成果(Outcome)——為理論依據,進行訓練制度的建構與實際效益評估。 研究採用文獻分析、深度訪談與問卷調查等方法,針對社團法人臺北市自行實施都市更新發展協會及其受訓成員(包含公部門、建設公司與相關專業人員)進行資料蒐集。研究結果指出,協會將在導入 TTQS 後,顯著提升課程規劃的職能對接性、課程執行的品質控管能力與訓練成果的追蹤可行性。目前超過九成學員對課程整體滿意,而 TTQS 有助於建立制度化、將可再優化都市更新人才的培育機制。本文亦提出未來強化數據回饋、深化訓練追蹤與擴大政策接軌之建議,以促進都市更新政策的落實與專業人才培訓的永續發展。 This study aims to explore how the Urban Renewal Development Association can systematically establish a training management model following the adoption of the Taiwan Talent Quality-management System (TTQS), and to evaluate its future effectiveness in improving training quality and practical application. In response to the demand for interdisciplinary professionals in urban renewal and aging building reconstruction, the association, as a non-profit organization, assumes a dual role in policy implementation and talent development. This research adopts the five core dimensions of TTQS—Plan, Design, Do, Review, and Outcome—as its theoretical framework to construct the training system and assess its practical impact. The study employs methods including literature review, in-depth interviews, and questionnaire surveys, targeting the Taipei Urban Renewal Development Association and its training participants, including public sector personnel, construction companies, and related professionals. Findings suggest that the implementation of TTQS significantly enhances the alignment of training programs with occupational competencies, strengthens quality control in course execution, and improves the traceability of training outcomes. Currently, over 90% of trainees express overall satisfaction with the courses, indicating that TTQS contributes to the institutionalization and optimization of urban renewal talent development mechanisms. Finally, the study proposes recommendations for enhancing data feedback, deepening post-training impact tracking, and strengthening policy integration to support sustainable professional development and effective implementation of urban renewal policies. |
