| Abstract: | 第三波咖啡消費浪潮所強調的獨特風味精品咖啡,為原住民帶來了一線發展的希望。原住民向來是咖啡豆的主要供應者,但長期以來在期貨市場受到價格歧視而生存在貧窮邊緣,精品咖啡的消費風潮提供其農產服務化以提高收入的可能。臺灣的原住民站在這股風潮浪頭,他們不僅是原豆的種植者,也是烘焙者和銷售者。縱向整合的生產模式雖能讓農民免於被跨國企業剝削,但仍面臨生產成本過高、生產規模有限導致供應的品質及數量不穩定等嚴峻問題,挑戰在地供應者在高度全球化市場的生存能力。 本研究以屏東咖啡為例,探討臺灣如何結合政府政策與社區為本的生產模式,來處理上述挑戰。當地政府藉由舉辦咖啡節,推動咖啡觀光,結合不同產業,設法將初級產品的生產進一步「服務化」,來追求附加價值提高的地方共同利益。以社區為基礎的農業則是小農經濟普遍採用的模式,藉由建立共同品牌來提高市場能見度,並維持農產數量與品質的穩定供應。由於它面臨集體行動困境,即個別農民會優先選擇自己的品牌而非共同品牌,因此有效的制度安排及運作決定了這種模式的可行性。屏東的故事顯示,屏東的原住民嘗試透過整合重建傳統規範及引入合作社等方式,試圖強化咖啡生產者之間合作。此一艱辛的旅程,可望為全球生產咖啡的原住民,指引一條邁向永續的路徑。 The third wave of coffee consumption, characterized by specialty coffee with distinctive flavors, offers a glimmer of hope for indigenous people, who are the primary providers of coffee beans but have long suffered from discriminatory prices in the futures market. Indigenous people in Taiwan are surfing on this wave by serving not only as green bean growers, but also as roasters and sellers. Although vertically integrated production can save farmers from exploitation by multinational corporations, it still faces critical issues, including significantly higher production costs and unstable supply due to limited scale, which challenge local providers’ survivability in this highly globalized market. By the case of Pingtung, Taiwan, this study examines how the above challenges can be managed by integrating governmental policies and a community-based production model. By holding coffee festivals, the local government promoted coffee tourism that integrates different businesses to harvest the common interests of “servitizing” the primary products for higher added value. Community-based agriculture is a popular mode for small-scale farmers to maintain stable supply in both quantity and quality by building a common brand. Since it faces a constant collective action dilemma in which individual farmers would prioritize their own brands over the common brand, how institutional arrangements work determines the feasibility of this mode. The ongoing story in Pingtung indicates their bumpy journey of retrieving the indigenous traditions to enhance cooperation among coffee producers. |
