Abstract: | 本研究探討我國在毒品防制與社會復歸政策中的就業議題,分析藥癮更生人在出監後面臨的就業困境、政策措施之成效及存在的挑戰,並參考國際經驗提出具體改進建議。藥癮更生人具有高成癮性與高再犯率的特性,在刑滿出獄後因缺乏穩定的就業與社會支持,易陷入再犯循環,進而加重監獄負擔並威脅公共安全。在此背景下,促進更生人尤其是藥癮更生人的穩定就業成為反毒政策的重要策略之一。傳統的矯正與戒治措施逐漸難以應對高再犯率與多元化的毒品個案,促使我國開始強調從戒治、矯正、社會復歸到長期支持的連續性服務,並著重於資源整合與策略的全面性。透過調整社會復歸資源配置,積極推動就業輔導、職業訓練、就業媒合以及一案到底服務,以協助藥癮更生人重返職場。然而,實務上仍面臨多重困難。首先,藥癮更生人在出監後,因長期脫離就業環境,缺乏專業技能與完整履歷,難以與一般求職者競爭。其次,藥癮所帶來的身心健康問題,降低其職場適應力與穩定性,加劇事業單位對其僱用的疑慮。此外,社會對藥癮者的污名與歧視,使企業在考量企業形象時,更傾向排除此類應徵者,進一步限制其進入正規勞動市場的機會。這些因素長期影響下,藥癮更生人常被排除在穩定就業之外,造成勞動力資源的浪費,也潛藏著社會治安與公共支出的長期壓力。若藥癮更生人無法有效融入主流勞動市場,則容易重返毒品網絡,形成惡性循環。此情況不僅影響個人康復,也威脅社會安全。為此,建立更具包容性與公平性的勞動市場環境,成為我國因應毒品問題的重要策略之一。促進藥癮更生人成功復歸職場,不僅能降低再犯率,也能有效利用人力資源,提升社會整體的公平性與永續性。本研究指出藥癮更生人的就業困境與挑戰,並提出以包容性為核心的策略建議,期望能為我國毒品防制與社會復歸工作提供具體參考與實務指引。 The study explores the employment issues in Taiwan's drug control and social rehabilitation policies, analyzes the employment difficulties faced by drug addicts after being released from prison, the effectiveness of policy measures and existing challenges, and proposes specific improvement suggestions based on international experience. Drug addicts have the characteristics of high addiction and high recidivism rate. After being released from prison, they are prone to fall into a cycle of recidivism due to the lack of stable employment and social support, which in turn increases the burden on prisons and threatens public safety.promoting stable employment for rehabilitated people, especially drug addicts, has become one of the important strategies of anti-drug policies. By adjusting the allocation of social rehabilitation resources, actively promoting employment counseling, vocational training, job matching and One-Stop employment service, we can help drug addicts return to the workplace.
However, there are still many difficulties in practice. First, after being released from prison, drug addicts have been out of the employment environment for a long time, lack professional skills and complete resumes, and find it difficult to compete with general job seekers. Secondly, the physical and mental health problems caused by drug addiction reduce their workplace adaptability and stability, and increase the doubts of public institutions about their employment. In addition, the stigma and discrimination against drug addicts in society make companies more inclined to exclude such applicants when considering their corporate image, further limiting their opportunities to enter the formal labor market. Under the long-term influence of these factors, drug addicts are often excluded from stable employment, resulting in a waste of labor resources and hidden long-term pressure on social security and public expenditure.The study points out the employment difficulties and challenges of drug addicts, and puts forward strategic recommendations with inclusiveness as the core, hoping to provide specific references and practical guidance for China's drug prevention and social rehabilitation work. |
