| Abstract: | 本研究聚焦於美中權力轉移背景下，美國對中國資訊通信科技企業所採取的圍堵措施。根據權力轉移理論，國家權力的增長來自於內生因素與對外聯盟。內生因素在當代國際體系中主要體現於工業與科技發展，而第五代通訊技術正是產業發展的核心；對外聯盟則有助於擴大國家戰略影響力。本文以中國科技崛起代表企業所遭遇的供應鏈圍堵、投資限制與技術管制為核心，採用政策文件、官方報告進行分析，探討美國如何推動出口管制、投資限制、技術標準排除與盟國協同圍堵策略，以阻礙中國資通訊科技的崛起。
研究發現，川普政府上任後，政策思維明顯轉向，以維護國家安全與科技優勢為核心，實施包括實體清單、擴大外來投資審查制度，以及推動「乾淨網路倡議」等多元手段，藉此延滯中國資通訊科技企業於美國盟國市場的滲透與布局。本研究指出，此一政策轉變展現出美國作為既有科技霸權國家，面對潛在科技競爭者時所採取的預防性遏制策略的現象。
This study examines the strategic containment measures taken by the United States against Chinese information and communication technology companies under the discourse of power transition between China and the U.S. According to power transition theory, the rise of national power is driven by endogenous factors and external alliances. In the contemporary international system, endogenous factors are primarily reflected in industrial and technological development, with fifth-generation telecommunications technology serving as a core driver of new industrial growth. External alliances, meanwhile, help amplify a state's foreign policy effectiveness. Focusing on leading Chinese tech firms, this study investigates how the United States has combined policy tools to implement export controls, restrict investment, impose technological standards, and coordinate with allies to impede China’s technological ascent.
Findings reveal that under the Trump administration, U.S. policy shifted significantly toward a more assertive containment strategy. With a dual emphasis on national security and technological supremacy, the Trump administration expanded the Entity List, tightened foreign investment reviews, and launched the “Clean Network” initiative to diplomatically mobilize allied countries and delay China's market expansion in U.S. alliances regions. This policy transformation reflects the manifestation of preventive containment during a hegemonic transition period, wherein the incumbent hegemon seeks to forestall the emergence of a technological rival. |
