Abstract: | 川普擔任美國總統期間,對以色列展現出前所未有的強力支持,其政策大幅偏向以色列,與以往歷屆總統較為平衡的立場形成鮮明對比。美國政府在此期間承認耶路撒冷為以色列首都並遷移大使館,承認以色列對戈蘭高地的主權,並推動亞伯拉罕協議以促進以色列與部分阿拉伯國家的關係正常化,此外還推出對巴勒斯坦極度不利的「川普和平計畫」。這些舉措受到以色列高度肯定,但也引發阿拉伯世界與國際社會的質疑與反彈。本研究從美國的國家利益出發,分析這些政策是否符合美國在防衛、經濟、世界秩序與意識形態上的長遠利益,同時也探討川普本人及其幕僚在政策形成過程中的關鍵角色。整體而言,川普政府的以色列政策反映出其「美國優先」與交易導向的國際觀,以及對盟友角色的重新定義。儘管其政策短期內強化了美以關係,但也對以巴和平進程與美國在中東的整體影響力帶來深遠挑戰與變數。 During Donald Trump's presidency, the United States demonstrated unprecedented support for Israel, with policies that significantly favored the Israeli side, marking a sharp contrast with the more balanced approaches of previous administrations. During this period, the U.S. recognized Jerusalem as Israel’s capital and relocated its embassy there, acknowledged Israeli sovereignty over the Golan Heights, and promoted the Abraham Accords to normalize relations between Israel and several Arab nations. Additionally, the Trump administration proposed a peace plan that heavily disadvantaged the Palestinians. These moves were highly praised by Israel but provoked criticism and backlash from the Arab world and the international community. This study examines whether these policies aligned with the long-term U.S. national interests in terms of defense, economics, world order, and ideology, while also analyzing the influential roles of Trump and his close advisors in shaping foreign policy. Overall, the Trump administration’s Israel policy reflects a "America First" and deal-oriented worldview, as well as a redefinition of the role of U.S. allies. While these actions temporarily strengthened U.S.-Israel relations, they also introduced significant challenges and uncertainties to the Israeli-Palestinian peace process and to America's broader influence in the Middle East. |
